California Senate Bill 721 (SB721) was enacted in response to the 2015 tragic deck collapse in Berkeley. The collapse of the deck at the Library Gardens Apartments resulted in the deaths of six people and serious injury to seven more. SB721 legislation requires inspection of all Exterior Elevated Elements (EEE) of apartment communities prior to January 1, 2025 and every six years thereafter.

The Inspection Process
The Pacific InterWest inspection program is designed to offer both the minimum inspection requirements and a complete package of services including repair design, repair inspections, and even annual inspections to extend the serviceable life of every element. PIW can be a small component in an already established capital repair program or the entire infrastructure to manage small and large portfolios for compliance with California Senate Bills 721 and 326 (SB721 and SB326).

Should initial inspections identify conditions that effect the structural integrity of Exterior Elevated Elements, Pacific InterWest offers a complete package of services to assist in the repair of the affected element(s). Ventilation
Ventilation will extend the life of your closed-soffit Exterior Elevated Elements (EEEs). Pacific InterWest offers two ventilation options, and vents can often be installed immediately following the inspection of EEEs.
Portfolio Analysis
Pacific InterWest can provide a report detailing the current condition of the Exterior Elevated Elements at your property for the purpose of estimating the cost of repairs. PIW will inspect a sampling of Elements to the same standard of an SB721/SB326 inspection.
